| Shaoguan Xinyu Construction Machinery
Co., Ltd. (formerly named Shaoguan Excavator Manufacturing
Plant), a backbone enterprise appointed by the Ministry
of Construction for the manufacture of concrete
machinery, situated at Shiliting in the north suburb
of Shaoguan City, Guangdong Province, is presently
in possession of a floor area of 440,000m2, net
assets of about RMB100 million, staff and workers
of 1,300 employees inclusive of 225 engineering
technicians and 345 sets of major production equipment,
including over 10 sets of advanced numerical control
equipment introduced from the USA, Italy, Japan,
Finland, etc., like multi-position stepper punch,
4-roll plate bending machine, numerical control
cutting machine, numerical control machining center,
etc. |

| (II) Businesses |
| Shaoguan Xinyu Construction Machinery
Co., Ltd. majors in the development, production
and sales of concrete construction machinery. The
Company has the annual production scale of 3000
concrete mixers, 150 concrete mixing plants, 200
concrete mixing truck, 50 concrete pumps, 150 tower
cranes, 100 mini hydraulic excavators. The Enterprise
has obtained the independent import-export permit
and passed the certification under the ISO9001 International
Quality System. |

| (III) Staple Products |
| The Company's staple products include
the 6 major categories of concrete mixer, concrete
mixing plant, concrete mixing truck, concrete pump,
mini hydraulic excavator and tower crane falling
into over 70 varieties of serial products. 5 product
varieties of the Company have already won the Excellent
New Product Prize of Guangdong Province, of which
the EMC (HZD) mixing plant is rated as a "province-level
new product" by the Scientific Committee of Guangdong
Province, awarded the first prize of the Technological
Advance Award of Shaoguan City in 1999, the Technological
Advance Award of Guangdong Province and listed as
a project under the Application & Popularization
Program for Scientific and Technological Achievements
of Guangdong Province; the independently developed
computer control system for mixing plant won the
first prize of the Technological Advance Award of
Shaoguan City in 2001 and was recommended as a project
under the Application & Popularization Program for
Scientific and Technological Achievements of Guangdong
Province; the concrete washing and recovery plant
was listed by the Shaoguan Municipality as a technical
innovation project of 2001; the QTZ125 tower crane
was appraised as a "state-level excellent new product",
of which the large tonnage tower crane was listed
as a project under the local Torch Program of Guangdong
Province in 1998; the concrete mixing truck was
listed as a substitution for imported products by
the Ministry of Construction. Our products have
passed the state-level product quality supervision
and examination for10 successive years, won the
title of "Product and Quality Reliable Enterprise"
from the Technical Supervision Bureau. The Company
now owns over 20 scientific and technological achievements,
3 of which are already patented-2 for utility model
and 1 for appearance. |

| (IV) Technological Advances |
| The Company boasts a solid technical
force, complete technical equipment, sophisticated
testing means and reliable product quality. The
nearly 70 professional technicians engaged in new
product development develop more than 10 new products
averagely per annum, the output value of new products
already accounts for above 60% of the total output
value and the grade of products ranks top at home.
In 2002, the Company was recognized as a "Hi-tech
Enterprise of Guangdong Province" and one of the
first "Experimental Units for Manufacturing Informatization
Project" of Guangdong Province by the Scientific
and Technological Administration of Guangdong Province;
in 2001, it was listed as a "Demonstration Enterprise
of National CAD Application Project" by the Ministry
of Science and Technology. During the "9th 5-year
Plan", the Company conducted a special technical
transformation focused on the "development and expanded
production of commodity concrete complete equipment"
at an accumulative investment of over RMB40 million.
The key issues include perfecting the technological
layout, acquiring key equipment (including numerical
control machining center, numerical control punching
and shearing machine, numerical control cutting
machine, etc.), rebuilding, expanding production
shops and improving infrastructures. The Company
has introduced computer systems for CAD/CAM aided
design and manufacturing, taking the lead in realizing
the drawing-board-less design and computer networking
in Shaoguan. The Company has greatly popularized
the CAD and management by constructing an in-house
LAN, developing management software for technical
and production materials flow control independently,
basically fulfilling the drawing-board-less technical
development and computerization in the management
of materials flow for production. |

| (V) Development Prospect |
| Aiming the state's industrial policy
of concrete merchandizing and the presently dramatically
increasing market demand for commodity concrete
complete equipment, the Company forwardly adjusted
its product structure, reforming its existing production
facilities, developed the scope of products, increased
and perfected the productivity of commodity concrete
complete equipment. Now the Enterprise is initiating
a technological transformation project for commodity
concrete complete equipment to increase the product
level and manufacturing capability based on the
original levels, develop the large-volume (200~300m3/h)
concrete mixing plant and large-capacity (9~12m3)
concrete mixing truck, equip the advanced computer
control system, develop and deploy the washing and
recovery device for waste concrete with focus on
the solution to noise, dust and waste concrete generated
by commodity concrete equipment during construction
controlling the three wastes and protecting the
environment. The products reformed and manufactured
under this project, such as concrete mixing plant,
transport cart and delivery pump, are all commodity
concrete complete equipment, the popularization
and application of which will produce far-reaching
practical significance for increasing the building
quality, improving the operating environment at
construction sites, providing excellent construction
machinery for building enterprises and the construction
of state-level key projects. The commodity concrete
complete equipment will bear considerable development
prospect and sustained growing economic benefits.
